Add chmod support

Add support for chmod command (possibly same syntax as os.chmod for standard files), where supported by the FTP server.

Simple patch to add basic chmod to current SVN head (needs more error checking, but WFM)

I've checked in an implementation of the chmod command. Please either update your repository or download the new version of ftputil.py and test the new method.

By the way, usually I get sent an e-mail for each change in the bugtracker. However, I didn't get a mail about your attachment.
