Distribute ftputil as a Debian/Ubuntu package

ftputil should not only be distributed as a tar.gz file but also as a Debian/Ubuntu package (if possible in the regular distribution, not just as an Debian-wise unofficial .deb package).

Rationale:

• ftputil would become more widely known. This could result in more users, more feedback and possibly more contributions.
• It would be easier for other Debian/Ubuntu developers to add FTP support to their programs by adding ftputil as dependency.

Subtasks:

• Add a subdirectory to ftputil's repository which contains the Debian-specific stuff.
• Extend ftputil's makefile so that source and binary packages can easily be built along with the tar.gz distribution.
• Get the Debian package included in the regular Debian distribution.

In principle, this applies also to other distributions. The reason for choosing Debian here is that I (Stefan) usually work with Ubuntu and could develop this package myself.
